Definition
Plans, organizes, and coordinates complex District payroll accounting activities
Typical Duties
Coordinates and supervises the day-to-day operational activities of multiple work units engaged in the processing of, accounting for, and reporting of payroll and retirement transactions and data.
Creates, modifies, and/or runs a variety of periodic and special payroll and retirement reports used to reconcile and identify errors, variances, and exceptions and to generate information for reporting and management information needs.
Identifies the source of complex processing, data, files, and report errors, problems, and discrepancies; determines and oversees the completion of corrective actions.
Participates in the development operating procedures and processes related to payroll and retirement systems; implements process and procedural changes; modifies processes and procedures to address non-routine operational needs and circumstances.
Responds to representatives from outside organizations such as banks, third-party administrators, retirement systems, and government agencies on non-routine and complex inquiries and matters related to payroll and retirement operations.
Collaborates with District staff from other departments such as human resources, accounting, and risk management on the resolution of general and employee-specific payroll and retirement issues and problems.
Identifies system configuration issues and participates in the development of requirements/specifications for new and enhanced payroll and retirement system functionality, modules, and workbenches; confers with information technology staff on design, configuration, and functionality issues and user testing; facilitates the implementation of new tools, practices, and procedures.
Researches legislative and regulatory changes affecting the payroll and retirement processes and makes recommendations to management staff on implementation strategies.
Coordinates and participates in payroll and retirement workshops for District employees.
Prepares correspondence, work instructions, reports, and presentations related to payroll and retirement systems.
Attends various meetings, as designated, to represent the District on matters affecting payroll and retirement matters.
Acts on behalf of the Payroll Systems Manager as designated.
Performs related duties as assigned.
Distinguishing Characteristics
A Payroll Systems Coordinator assists in the general supervision and management of the Payroll Branch by organizing and overseeing day-to-day operational activities and staff, identifying and resolving the more complex operational problems, completing special projects, and providing technical support to the Payroll Manager in evaluating and maintaining efficient and effective operations and systems.
A Payroll Systems Manager plans, organizes, and manages the activities of the District’s Payroll Branch which includes payroll operations and retirement units. An incumbent in this job classification applies a thorough knowledge of payroll principles, practices, and accounting in the development, maintenance, and modification of payroll and retirement systems and in the resolution and prevention of complex operating problems in accordance with established District policies and objectives.
A Supervising Payroll Systems Technician supervises a specialized clerical unit engaged in processing payroll/retirement system data and records, including the audit of salary payments, deductions, and benefits accruals and balances, and payroll records, the application of academic and classified rules and regulations, collective bargaining unit agreements, and retirement system requirements, extensive public contact, and the correction of errors in payments, deductions, retirement contributions, and quota accruals and balances. An incumbent also resolves the most complex and difficult payroll data discrepancies of the unit.
Supervision
General supervision is received from the Payroll Systems Manager. General supervision is exercised over assigned supervisory and clerical payroll staff. Technical direction is exercised over college payroll unit personnel.
Class Qualifications
Knowledge of:
Business principles, procedures and practices of payroll and retirement administration including personnel assignments, time reporting, payroll processing, deduction control, records maintenance and documentation, and payroll accounting
Policies, rules, and regulations of the State Teachers’ Retirement System, the Public Employees’ Retirement System, and the Public Agency Retirement System
District personnel rules, policies, contract provisions related to payroll and retirement processing and reporting
Federal, state, and local laws, codes, ordinances, and regulations related to payroll systems
Board Rules, Personnel Commission Rules, and union contracts as they relate to wages, salaries, fringe benefits, and deductions
Current trends and developments in payroll and retirement systems
Capabilities of computer applications, systems, and hardware used in the management of payroll and retirement operations
Principles of work simplification and modification
Organization and management of records
Principles of training and supervision
Ability to:
Plan, schedule, and coordinate complex payroll accounting and systems activities
Develop and implement processes and procedures related to processing and reporting of payroll and retirement transactions
Critically review complex payroll and retirement data and records, detect discrepancies, draw conclusions, and make sound recommendations
Interpret, apply, and explain rules, laws, and procedures related to payroll and retirement operations
Effectively utilize computer equipment and software in the performance of duties
Plan and schedule work to meet critical schedules and deadlines
Work effectively and independently on assigned projects
Prepare clear and concise instructions, manuals, correspondence, and reports
Train others in specialized payroll and retirement systems procedures and practices
Evaluate unit personnel
Work effectively and cooperatively with a diverse pool of administrators, District staff, and representatives of governmental agencies

Entrance Qualifications
Education and Experience:
A. A bachelor’s degree from a recognized college or university preferably with a major in business administration, accounting, finance, public administration, or related field AND two years of full-time, paid, professional-level experience in payroll accounting, which included experience with retirement or related systems. One year of the required experience must have been in a supervisory position.
OR
B. An associate degree or its equivalent from an accredited college or university preferably with a major in business administration, accounting, finance, or a related field AND four years of full-time, paid experience in a supervisory position in payroll accounting, which included experience with retirement or related systems.
Special:
A valid Class “C” California driver's license.
Travel to locations throughout the District is required.
